Isn't my system good enough to run Windows 7 Aero without slowing down.

I've bought this pc almost 3 months ago, and what I noticed after a few days was that I couldn't open normal folders without lag/slowdown , the startup was taking quite long though there were just some default programs in msconfig, and I didn't download anything from the internet, so it couldn't be a virus.But turning off windows aero and sliding background fixed the issue... Here are my specs:

Cpu: intel core i5 3330 3.00 ghz
Gpu: Nvidia geforce gt630
Ram: 4gb 1 chip (not sure with the manufacturer)
M/b: msi b75ma-e33
monitor: ViewSonic VA1912w-04 , resolution 1440x900
Windows performance index for gaming and graphics 6.7 (updated)

I can send you gpu-z and cpu-z screenshots if that would help. Thanks in advance. And btw i haven't tryed it in games yet and I don't think I'd like to do it with the gt 630. I'd just like it to be there on startup or when surfing in the internet :( ...

Speed should never drop so low and 20.9ms is almost 3 times slower than it should be.
7200rpm HDD's usually drop to about 50mbps and access time should be around 7~8 ms.
Download seatools for windows and run tests.

Anything else except downloading or testing stuff? I mean what if this program also shows low results?
