OP was thinking of buying the Hybrid or WD Black. And according to your link the Hybrid is faster:
Ave. User bench = 34% faster
Peak Lab Bench = 38% faster.

So....given the two choices...the Hybrid is faster.
Actually a SSHD can come very close (~85-90%) to a SSD. It will not match the speed of a SSD, but a SSHD controller will cache most accessed files. The more you access it, the faster the access time will be. This includes boot up.

So that 10% is a bit inaccurate.
 

There's no test case scenario for that. 10% based on what? Write speed is not going to change much, if any, because it's still a HDD and therefore will be just as slow. The read speed changes depending on caching. The controller is pretty good at it so you can get access times up to 85%-90% of a SSD. Speaking from experience, my mom's desktop running that SSHD boots only a few seconds slower than my computer running a SSD.
