i have a 4790k at stock speed, and on full load it gets to 70 degrees, and im not sure if this is normal or not because ive been seeing tests were 3770ks are overclocked to 4.5 and theyre only getting like 62.

I can't say for sure but maybe they're getting better temps with better thermal paste like Arctic Silver 5? also the 4th gen usually runs hotter than 3rd gens because of the integrated graphics I think.

Also the fan setup can contribute a lot, if you're system isn't pulling in enough cool air and dispersing it effectively this could also contribute to higher temperatures

That 70C at stock speeds is perfectly normal for the 4790k with the H100i. You can't compare it to the 3770k because they are two different architectures.

You have to keep in mind about their ambient temperatures though. Unless you're living in a place where ambient temperatures are like 10C? You're never gonna get that kind of full load temps.
