cpu, ram holding wrong clocks

i discovered that my ram and cpu are holding too low clocks.

parts:

ram: Crucial BallistixSport 8GB 1600MHz
cpu: Intel® Core™ i5-4430 (3.0 - 3,2 GHz)

ram is holding a frequency around 1596.62MHz
cpu has around 2993.83GHz

i saw this while i was in the bios.
and when i play bf4, its says that on resolution 1980:1080 at 59.9 hertz.
i can drop down to HD and then get 60 hertz


 
Solution
This isn't unusual.

Each motherboard has a quartz crystal or something similar that is calibrated to vibrate at 200MHz when current is passed through it. Some variation is normal, usually to the low side more than high as a safety precaution. But this throws your multiplied frequencies off a little.

Download and install CPUZ and you will see this fluctuation in action while it is running & monitoring your system.
