sapphire r9 290 tri x
8gb of ram
750w power supply
is the GIGABYTE GA-Z97X-UD3H good for this build?

Yes; it is good for your build. You do need an aftermarket CPU cooler for overclocking.

The case uses four giant 200mm fans and one 120mm on rear. That is sufficient for airflow. I would recommend a high-end air cooler like the Noctua NH-D15.

However, if you are not overclocking right now, you don't have to buy the cooler right now. You can swap coolers at a later point in time. Just stick with the stock cooler.

stock cooler is not efficient at cooling cpu at load temps and makes bad noise.

The stock cooler is sufficient. And bad noise is not always the case. I have a build running an i5-4670 (locked) and the stock cooler is sufficient and the stock cooler doesn't make loud noises. It's not always the case.
