So i have got an ADSL Router that isn't in my home it's in my neighbors' house and to get wifi i've seen some people connecting the Ethernet Cable to the router and they connect for it like what connectify does. so the alternative router is HUAWEI E5172 s-920 it has a SIM Slot and LAN and Phone Plug so can i ?

Having issues loading the manual today so you will have to look. The feature you want is called client-bridge. It is not a common feature on a router but some do support it. Mostly you see this on a repeater.
