AMD Radeon r9 270x problem

Ok so I built a PC last night with a friend. He knows how to build and what not. He left and said all I need to do is install my windows 7. So I did. Everything went fine. But when I tried to update my graphics card driver. It would crash and it would reboot itself. Plus I have an inch border of black bars around the screen. I have no idea what to do next. I tried the cd install and website install and both wouldn't work. My card is AMD Radeon 270x. Also when I go to the catalyst control center I only have 4 options instead of all the regular options that it usually has.
 
Solution
Could be in part the rig looks to need about a 500 Watt PSU (that's what I would recommend for it) and you have a CX 430 - which only really has about 384 on the 12 volt rail, so the whole thing is sort of underpowered
