While the computer was off I moved the switch on the Powercolor r9 290x into Uber mode and then turned the computer back on.

When I turned it back on I got a strange splash screen" alt="" class="imgLz frmImg " />

Has anyone seen this or knows if this means the GPU or bios is bad. I had heard that the card might need a bios update out of the box, but am not that familiar with this process.

Please let me know, thanks.

Also please note that this screen shows up before any other screen, but then the computer boots into windows. This is not preventing the computer from starting.

I'd agree that it would seem like it's a glitch or something, I haven't had that problem with mine but I would go ahead an update the BIOS on your R9 290x.

Could be a BIOS issue with the card.
Either switch back to normal, RMA the card or flash the BIOS.
WARNING, flashing can be a risky operation proceed ONLY when you are totally confident you know exactly what you're doing. Even with a dual BIOS recovering from a bad flash can be a pain.
