PCIe x16 running at x8

If I had 2 graphics cards with crossfire and one was in a PCIe x16 running at x16 and the other in a PCIe x16 running at x8, is this better than using just one gpu in the PCIe x16 slot? Hope this isn't a stupid question, I'm still trying to figure things out. Thanks!

This is normal, and depends on your motherboard capabilities. X8 does not limit your card in any way, even the fastest ones cant use that much bandwidth in games. And yes, two cards are faster than one, but consume double the power.
