The stock fan is fine, but it can get loud on occasion.
Even if you dont plan to OC, get something like the 212 EVO or 212+. They are fairly silent, and also allow for OCs if you ever upgrade down the line.
If noise dosent bother you, the stock cooler is fine.

Short answer: Yes, the stock fan is just fine. Longer Answer: The stock heatsink and fan should be completely adequate for dissipating the heat the chip will generate under load even for extended periods of time. The Intel Core i5-4690 is rated at TDP of 84 watts Max. I wouldn't recommend dumping too much money into an after market cooler if you decide to get one unless you plan on upgrading the CPU for one that is unlocked down the road.
