I've never overclocked using the manufacturer's OC tools, mainly because they tend to run the CPUs much hotter. I think you can get the same or better results by tweaking the MOBO/CPU directly in the BIOS.
If you want to OC, it's lots of fun, but read a few how-to articles and start slowly.
You'll want to add a few utilities to your toolbox in order to monitor what the CPU is doing. CPU-Z and HWMonitor at cpuid.com are both good, free tools to show you internal temps, voltage, etc.
Is OC Genie safe? Most likely yes. Can you get a faster clock using it? Again, yes. Can you get a "better" OC manually? Again, yes.
