There are not too many laptops with preinstalled Linux on them. Dell sell laptop with preinstalled Ubuntu, but I would not call it "cheap", despite the specs.

A lot of listings used to be available on eBay for previous-generation laptops with preinstalled Linux.

Your best bet would be - get an Intel laptop with integrated graphics, and make it dual-boot with Linux. In some countires around the world, you can even get a Laptop without Windwos at all.

Also note that Red Hat is the commercial distrobution. Cost $$$. Not good for student. Use CentOS, the free/community version of Red Hat. Or like you say Ubuntu.

As for what laptops to look for:
Get ALL intel components if possible. Integrated intel graphics, intel wifi, and intel cpu. This is usally designated by the "centrino" brand
intel simply works best with linux.

In the UK Novatech sell laptops and desktops with no OS installed, ranging from very cheap to quite expensive. I don't know about the laptops but I've had several of their desktops and they are good quality.

I might just be worthwhile to buy a Chromebook if all you need to do is word processing etc.

I'm not sure how hard it would be to install Ubuntu on one, but it's certainly possible.

Depending on the make, upgrading the HDD will be easy.

I know the Lenovo x131e Chromebook lets you do that. Only because I love matte screens. :D
