which one do I believe? I'm using it on a MSI A78-E45.

Bios show 50c, while msi command center shows 40c. Which is weird that it would cool off with no load and go down to 40c after fully loading windows 8. Please help.

This can happen, a lot of motherboards start up at full non-turbo speed and then the speed stepping takes effect when windows starts to load. There is usually an option to check in the boot settings or CPU power settings in the bios.
