Computer doesn't turn on, but there is a sign of power.

I recently bought a new case, and put in a new mb(Gigabyte 990fxa-ud3) and graphics card(Gigabyte GeForce GTX 760) in. I transferred my hard drive in and connected power supply(Corsair 600M) in and everything.

I then try to turn on the computer, but nothing happens. Fans don't move, nothing pops up on screen, but strangely my USB speakers turn on, so there IS power running through the board and the supply. What happened?

Update: I fixed the standoff, and plugged in the F_PANEL pins in the correct way, and got a little movement. The CPU fan moved for a second, but stopped right after. The LED light for the power button also glowed for a split second. I pressed the power button again and nothing happened, until I turned the power switch on the PSU off and on again, but the same result happens - fans moved and lights turned on for a split second on the first power on, but nothing after.

I double checked the checklist you sent, and reset my CMOS too.

UPDATE: My graphics card was the problem. Thanks for the help. I'll ask for help after more researching.
