When I turn on the laptop, it starts to come on and gets to the Acer Screen, then the screen goes black. It allows me to hit the F2 key to go to setup, but when I try to set it to default nothing happens. I finally figured out how to get to a DOS screen. Can I reset the c: drive from that screen?

No, you can't restore the factory installation from a DOS prompt.
Restart and immediately keep pressing F10, or boot your laptop from the first of the factory recovery discs that you should have made when the laptop was new and working properly.
Third option: Contact Acer and ask them if they can supply a set of recovery discs for your model.
