Need some help with nephews PC.

Hey everyone my nephew is having some major problems with his PC and connection to any internet source. Im going to list specs, whats been done, and a short description so this may be long winded.

Couple of days ago we were playing a game on steam and he had trouble connecting to the game, his PC froze up and reset its self when he got it back up and running there was no internet access at all, just no networking. Since then he has tried many things to get it up and running they are,

Rebooting/restoring router to factory settings,
Flushing the DNS,
Disabling/uninstalling Bonjour,
Resetting the TCP/IP,
Using Google's DNS,
Shut off all firewalls/antivirus,
Reset/reinstalled all network adapter drivers,
System Restore,
Virus scans with Avast and Maleware Bytes,
Changing the Mac address.

When he sets up a static IP it identifies the network but still cant connect or get internet. Error he is receiving is Unidentified network, no internet access. Everything else in the house connects to the internet no problems. Now the specs are as follows,

Motherboard: Asus P8H61-MLE/CSM,
Ram: 2 8GB G.Skill, DDR3,
Operating: Windows 7 Home Premium,
Processor: Intel core i5-3570K 3.4 GHz,
PSU: Corsair hx750,
Video card: Asus Geforce GTX 770,
HD: Seagate 1TB.

Thats everything, it was all home built and he has never had any problems prior to a few days ago when it froze up. His next step was to just reformat it and re install windows. Unless someone here can think of anything else?

Oh sorry I forgot to throw that in there, he tried connecting both wired and wireless with the same outcome.

EDIT: He changed it within the properties of the ethernet network adapter, said it is a realtek Pcie Gbe controller if that is needed.
