Try running it with steam in offline mode, I had similar choppy performance previously if it was online, but have not had that issue in some time. Also try validating the install, that can help resolve some issues like this.

Excuse ....no piracy aided on this forum. Update urgpu drivers and make sure us os and drivers are up2 date.and yes if u legally bought the game make sure steam has patched it to the latest version. Else pirated...sorry no help there. Buy the game and.support d developers

Who said I pirated this game? I bought it legally through Steam, it was up to date, and I asked where I could find a patch to fix this lag. Either way it was not the game and the solution was to UPDATE YOUR BIOS IF ANYONE HAS THIS PROBLEM. It had something to do with incompatibility with the memory and the game, so updating bios fixes this error.
