If a graphics card does not work (fans spin, but no video output), is it more likely that the graphics card or the motherboard is at fault? The graphics card is powered only by the motherboard (through the PCI slot) without any direct connection to the PSU, so the PCI slot is not completely dead.

If the card requires PCI-E power input, you need that, the BIOS also needs to have the primary video set to PCI-E
