Upgrade CPU or GPU?

Recently I have noticed that with new cutting edge games I am not getting the performance that I want. (Can't run everything at max). My CPU is a Phenom II x4 955 (OC: 4.3GHz) and my GPU is a 6970. I am not sure which is causing my games to have low framerate.

Which do you think would cause the bottleneck of the two?

Would there be any easy way to test which is the cause?

you can monitor your gpu usage/load via GPU-Z
and cpu load via resource monitor (built into windows)

I would say your 6970 is between a R7 265 and R9 270 in terms of graphics performance

It's likely a combination of both depending on the game and settings and resolution

I've seen some folks utilize a GTX 680 with their P II x4 955's. Nowadays, the GTX 680's deemed a "GTX 770." So, I would say upgrade the GPU. Your cores are still strong enough for modern gaming, and should be able to handle a GTX 770's upkeep.

There may be a slight bottleneck from the CPU, but one day when you upgrade the CPU, you'll still have an awesome 770 to SLI with.

EDIT: And according to game-debate, there would be a (theoretical) 36% gain with a 770 over your current 6970.
