Hello everyone! I have asked this question soo many times but never got a clear answer or the GPU wasnt that good or its out of stock. So the highest I can go is to 80$ Thanks in advance

Cheapest and best do not go together.
If your usage is not fast action gaming, then the cheapest is to use integrated graphics.

$80 is about the cheapest price you should pay for anything close to a gaming card.
The GT730 64 bit falls into the ok category... barely.

Note that the 64 bit version is actually faster than the 128 bit version.; do not confuse them.

The r7 250 has a theoretical 31% lead on the GT 730, though I'm sure there's some room for error in these sorts of online comparisons.

What could it run these games on? The Forest, Rust, BF4. Left for dead? Also it says GDDR3 on the video? Is there a difference between GDDR3 and DDr3?

Final Question! What is the psu requirements for the card? I have apevia 420w PSU

GDDR is exclusively used for graphics memory. It has a higher clock rate, but if it's not at least 128bit, I wouldn't say it outperforms the 128bit DDR3. I may stand corrected, though.

Though, it should be noted, Rust and The Forest are quite optimized as they sit. So, performance will improve over time.

A 380w PSU is recommended for a r7 250, and those estimates are usually overshots. So, you're still good!

heres what you do take the amps of your 12v rail multiply it by.........wel 12. if it exceeds your tdp of your gpu your good to go. find your tdp of your gpu here http://www.hwcompare.com/15503/radeon-hd-7850-vs-radeon-r7-260x/
 
The problem with apevia and other cheap psu's is that they do not have adequate protective circuitry.
If they get overloaded and fail, they can destroy anything they are connected.
And... they may not even deliver the watts/amps that they advertise.
And... wattage will be measured at room temperature, not the 50c. in your case.
