Grainy/Static Display Headache

I have an Asus ML228H monitor with DVI output, and a Nvidia Gigabyte GTX 760 4g. I was experiencing the same issues at my friends house when we were putting the system together, so I'm 99.9% sure it is not my monitor. When I turn my computer on and it's on the windows loading screen everything looks fine. Even when it loads to the desktop all seems well for a few seconds. What it looks like is a bunch of dead pixels all over the screen, but they will move when doing certain things such as clicking on a desktop icon (not opening it, just clicking on it to highlight it in a box. Watching video is the worst. The static will move all over the place.

I have already tried a clean install of my video drivers. Also tried taking out my card and re-seating it. I've tried changing a lot of the setting in my 3D settings to see if stuff changed. Tried different resolutions and refresh rates. I stumbled across a thread about changing the video buffering setting, but I'm not sure what that is and from reading the post the new Nvidia control center makes it harder to access.

At this point I'm hoping I didn't get a bad card. It's a new system. 800w power supply so I think it's getting enough power. I've tried both video ports and it does the same thing. Also went into the bios and changed the PCIe port from 2 to 1. I'm just taking shots in the dark at this point. Pls help and thank you for taking the time if you do.

I figured out it was a bad video card. Just sent it back and got a replacement. Swapped out with a friend since he had the same card and the issue disappeared.

Just as an update. I completely uninstalled all graphics drivers and anything associated with Nvidia and I do not have the problem when it displays at the generic resolution. I'm guessing it is 800x600. Then I reinstalled the drivers and the Gforce Experience and all that jazz and the issue came back.
