Motherboard-p8 h61-mx R2.0 CPU-intel i3 3.30ghz 3rd generation RAM-4gb takes upto 16gb.GPU-nvidia geforce gtx 460 kfa2 1gb overclocked edition storage-500gb os-windows 7 64bit

sorry copy and pasted it, my friend is on an extremley tight budget, we seen this pc very cheap on craigslist for 180$, is it worth it? he only needs it for browsing and mostly photoshop, i know it's not the best pc and its far from it but is it a good deal for 180 bucks? also if i was to upgrade a few part in it to make it a bit better what would i upgrade?

I would Upgrade, processor, motherboard and gpu first then work your way up to some more ram up to 8 gb, ditch the old 4 gb. It would be great for photoshop and web browsing, good price. Good to go, but upgrade only if he plans on doing something else.

can you give me a build for 200$ that's better than that?

Nope. Is $200 the budget that your friend plans to pay? Because there's no upgrade to be done for $20 after the $180 spent to buy that computer. What I meant was that the money spent on the computer and the money spent on upgrades will not be worth it.
