Antec H60 Water pump Speed.

My Set-up:
Asus Sabertooth 990fx R2.0 Motherboard
Antec Kuhler H2O 620 Liquid Cooling System
AMD fx 6 core black edition Unlocked 4.1ghz
16Gb RAM (Corsair Vengeance 4x4x4x4)
Thermaltake TR2 RX ATX 12v 2.3 850W Power Supply
Nvidia 560 ti Direct CU II (850 Mhz)

I believe I am having issues with water pump (fan on mother board) speeds. Its running between 1485 and 1500 rpm and my chassis fan is running at 1700 rpm. I am using the push pull config with two fans at 94 cfm performance fan blowing air out the back, with the case 3 feet away from the wall, and some high quality expensive thermal paste on the processor (Applied perfectly and nicely seated). I have ( according to the Asus BIOS utility and software tools) the fans running at 100% all the time. I read that low water pump speeds can damage the water pump.
I am not looking to overclock my PC, but I am trying to make it run as cool and efficient as possible. I even set the PC to normal settings on the Mobo custom overclocking set-up and ensured they matched with the software/hardware sensors that came with it. Q fan iscurrently disabled and all are set to run at 100% all the time. I don't care if the thing sounds like a helicopter taking off when I turn it on, I am just concerned about keeping my hardware cool. I'm trying to go for low 30-s or lower if possible. I downloaded a 3rd party system monitor to make sure the readings were the same and they all matched.
Does anyone have a similar set-up with near perfect settings (for example voltage/fan speeds? I have all up to date drivers on everything and my CPU currently runs around 58 C When playing games that aren't really that crazy on the graphics. At rest, the PC runs at 43-44 C. My Mobo issues me a warning that my DRAM is at 60 C. Would my case have something to do with this? I currently have a 450mm custom side fan I bolted in blowing outwards, and another high performance fan in the front blowing inward. I don't run any stock fans that came with the case.

The H60 is made by corsair

while antec has the 620 and 650

hmm RAM usually shouldn't be that hot, what voltage are they?

and which exact model is your thermaltake PSU?

In my sig rig I idle 7-10c above ambient with fans all inaudible
a 450mm fan seems plenty XD

I updated the info on the first post. Here are voltage readings :

Vcore voltage 1,308v
+3.3V voltage 3,360
+5V voltage 5,035
+12V voltage 12,097
+VDDA voltage 2,520

My DRAM does not go above 1.500 Volts
