Hi, I was building a computer and I need to replace my motherboard because it is bad (brand new) and I was wondering if I take off the stock cpu fan if I need to reapply thermal paste or will it be ok with the stuff left on it. I dont want to have to buy thermal paste thats why im asking.

You are far better off to clean the old off the cooler and CPU and apply new. The reason is that when you try to re-compress it, microscopic air bubbles will be introduced. They will retard heat transfer from CPU to heat sink.

It is easy to clean/replace TIM using this: http://www.amazon.com/ArctiClean-60ml-Kit-30ml/dp/B0007TOR08 and this: http://www.amazon.com/ARCTIC-MX-4-Carbon-Based-Thermal-Compound/dp/B0045JCFLY
A dab barely the size of a small pea is all you need. The compression and heat will spread it.
