Clean HD Install - Play game - Good framerate - Wait 10 minutes - Bad framerate (till current time).

So I did a clean install of the hard drive.
Installed basic things.
Ran Payday 2 to test the framerate and it was at 60 on Ultra 1080p.
After a little while decided to actually play Payday 2 and the framerate dropped. The framerate hasn't climbed back up since (It affects everything).
I did a System Restore and managed to run JC2 on 60FPS. Reopening the game (after few minutes again) dropped down again (Also didnt climb back up).
Did another system restore and didnt see 60FPS this time (But since I had this computer for over a year running at 60FPS and DID JUST SAW 60FPS on a clean install. Why did it drop? What's causing this.

It's not Temp issue.
It's not Voltage (Unless it's different with the computer running. At BIOS it seemed fine).
It's not low end computer parts.
It's not driver issue (Unless I need to update audio and other kinds of drivers that may affect framerate).

GTX 660 Ti.
8GB.
Intel i7.
1TB HD.

Does it matter? I already said it's not the issue.
I actually have played Payday 2 on Ultra at 60FPS for a while today. It then dropped to lower framerate again. Same thing with JC2 after sitting idle at 25FPS it went back to normal at 120FPS or so.

Could it be dust? And could it be dust if it's not overheating anything? (AND IF SO. Where exactly should I clean and look for dust).

I got max of 130F/55C at all times.

Double post...
Try keeping everything in the same place, as old posts might contain troubleshooting steps which have already been taken.

Either way, we both convene this looks too much like a thermal throttling issue, so I suggest you try posting your FULL gpu temp readings like I asked you in the other thread. Decide wherever you want to keep the convo and keep it going there by linking anyone else reading.
