He says that Windows 8.1 upgrade really killed performance. Can that be possible?

Whats the best app to monitor system performance?

Any Gamers out there who can tell me what the most effective upgrade (GPU, CPU, RAM...) would be?

When I play minecraft on the PC it never goes over 50% of max CPU and Memory with 100+ fps. But when I go to online servers the fps drops to 40 or 50!!?! Is the problem my internet connection?

He gets around 200ms on PingTest. At times it is as low as 100ms and other times as high as 300-500ms!?! His buddy brings his Lenovo Gaming laptop over and it seems to do better...
