Mobo or PSU? No power New build

PSU works alone (powering up with paper clip test). But it stops working when I plug it into the mobo. I have built machines before, I highly doubt I damaged the mobo in anyway during the build (had bracelet, clean desktop, etc.). I find that sometimes when I press the power button (on the case) the psu fan with do a small turn (fraction of an inch rotation), but never completely starting up.

CPU: i5-4690
RAM: 8gb (2x4gb) DDR3 SDRAM

I've tried everything I can think of. My conclusion is it's a bad mobo, it is a rather cheap one. I wouldn't be surprised if it was dead on arrival. But before I go beg newegg to take it back I figured I'd ask the eggsperts (sorry).

You have a short somewhere that is tripping the breaker in the psu. Try taking the motherboard out of the case and (leaving on the cpu, cooler and a stick of ram) Then plug in the psu to the motherboard and see if it will post. It is the process of elimination
