Cannot Load Windows 8.1, Ubuntu, Linux Mint

I have been having bizarre computer problems. I started my computer one day, completely out of the blue, and I couldn't load Windows 8.1. The computer would just freeze upon booting the OS, freezing at random intervals. I attempted some of the classic Windows disk fixes, like doing startup repair, refreshing the system with the install DVD, "sfc /scannow" command, "chkdsk" command, disable Window's hybrid boot system...nothing worked.

Next I booted Puppy Linux from a flash drive to retrieve some of my files from my hard drive. I was able to do this, and I successfully saved a lot of my irreplaceable documents and data on an external hard drive.

After that, I used the install disk again to Reset the system, a clean install. Still froze up on boot, consistently at the point where Windows configured device drivers. I removed everything from my computer except a monitor and keyboard (Though, i left the internal bits alone. Graphics Card, Blu ray drive, wireless card, and hard drive), and Reset to a clean install again. Still froze at roughly the same place.

I updated my motherboard's BIOS after that, and Reset the system again. Still froze. (specs and model #s at bottom)

I fully deleted the data on my hard drive after that, and Installed windows like the computer was new. Froze once again after the install completed and the computer was attempting to boot up for the first time, again at the device configuation stage.

I then tried using a new hard drive. I disconnected my 1TB from the motherboard (but left it plugged into the power supply), and connected a 750GB i had as extra space in my computer. Then, unwilling to push the unknown limits of my Windows 8.1 liscence, I attempted to install Ubuntu 14.04 with a DVD. It didnt work...because my motherboard would not recognize the DVD player as a valid boot location. No use crying over that, I moved onto a flash drive installer. Ubuntu also froze up. [WORRY SETS IN]

Not willing to give up just yet, I try Mint on a flash drive. I have less experience using it, but a professional OS probably shouldn't hang for 10 mins on a picture of the logo.

TL;DR: I can't load Windows 8.1, Ubuntu 14.04, or Mint 17, all three never get past the inital boot stage. I was able to boot Puppy Linux on a flash drive. The problem is not my hard drive, I tried installing OSs on two different ones.

Motherboard: MSI x58 Platinum
Processor: Intel Quad core i7 @ 2.93GHz - Overclocked to 3.08GHz (can't remember the model, and its late, so im not going to go check. I know i bought it in 2008 or 2009, basically the first wave of these processors)
Graphics card: ATI Radeon HD 6780
RAM: 12GB pick-n-mix brands (4GB * 3) (BIOS detects all 12GB, none of them are failing)
Worth Noting: I have a wireless internet card in my desktop, and liquid cooling for the processor

Any thoughts? Ideas? Pity? I think its the motherboard, but I would like some verification before I get a new one. If it is, I might as well get a new, more efficient and less gen 1 processor...but then that looks like a 300 dollar hunch for what I'd want.
 
Try the hard drive on a different SATA port ?

If there is an alternate controller to the intel one , try that or if you are using that then try the intel controller
From looking at a pick it looks like you do have 6 intel SATA ports facing the front of the case and two extra [ probably marvell] ports facing towards the side of the case .
Whatever you are using try the other one !

When I switched which hard drives I was using, I did change the SATA port. Actually, I only added the new hard drive 2 weeks ago, so I actually had some suffling around done with those ports anyways.

Here's My motherboard. Originally, the 1TB and Blu-ray were plugged into the Purple set. When i put in the spare 750GB, I moved the Blu-Ray to the Red set. When I took out my 1TB alltogether to use the 750GB as the main install drive, I then moved that to the Red set for convience (the drive and graphics card made it difficult for me to reach my big stupid hands down to the Red set.

Also, I was able to get information off the disk when i used puppy linux. Not that I've ever had a hard drive fail on me, but the internet claims it will just crap out or not be recognized by the bios. I could see it as a boot option from my bios and able to transfer data (before it was formatted).
