yep go for it just start bumping up the multiplier until it gets unstable or the temps get to high the core should stay under 62 if it gets unstable before its to hot just give the vcore a little bump

What are you using to monitor your temperatures? Unless you're in an extremely cold room, you're not actually getting 17.

If you're on the stock cooler, your room would need to be below freezing to hit 17 and even with a good aftermarket cooler, you'll have to be in a room 6-12 (43-54 F) to actually get an idle temp like that.
