What's the advantage of a monitor over a television for PC use?

For example, Samsung has a $600 28'' 4k monitor while they have 40'' 4k tv for $400 more. Is there some kind of advantage to having a monitor even with the smaller size?

Monitors have low response times and allow for high res connections eg hdmi2.0 and display port

Edit - not low, but lousy. Because they are high.

Do you know if a UHD tv with 59ms lag is ok for non-competitive gaming?
