Is my motherboard dead?

I just bought all my parts for my pc and put everything together. I turn it on and all fans connected to the mobo turn on including cpu fan, but no post, no beeps. I can feel the hdd spinning. I removed the ram to see if it would beep but nothing. I tried different combinations of placing the ram, made sure all wires are connected but no luck. Could a dead mobo still turn on fans?

Yes a dead motherboard can still turn on the fans.

However, a dead motherboard isn't the only possible reason your computer doesn't boot.
Maybe it's your PSU (Power supply). does it smell funny ? (burnt) have you tried plugging another psu?
if you know someone with a compatible cpu, have you tried swapping them?
have you tried swapping your ram with someone who has compatible ram?
Have you tried unplugging every single cable (including hard drives, external usb things, everything) from your computer one by one to see if one of them could be causing a short circuit?

These are the things you should consider before calling the mother board dead.
