Depending on the config that machine may take upwards of 350-375 watts or so and your PSU is only rated to 408 on the 12v lines when added together. That means you'd be running it at somewhere near 90% of it's rated capacity. Depending on the CPU and other gear though, it could be as low as 280-300 which would likely be fine.
Though it would probably run like that for a while, I would seriously consider replacing it if you want to run with high powered equipment.

i am afraid no the r9 280x requires 12v @ 30 amps or higher and your psu has 12v @ 20 amps .......buy a 600watt psu of seasonic ,xfx, corsair rm/gs/tx series ...
Yeah, in reality this 550W psu is likely closer to 300W. It will blow up the second you fire up a game on 280X. Get XFX Core 650W, Seasonic 650W, Antec, Rosewill...

Actual power supplied on 12V rails is roughly 384W. I not saying this is enough for a R9 280X though.
Agreed with getting a better quality power supply. A XFX 650W will do.
