I have just finished building my PC but when i try to start it it only runs for half a second then stops for a few seconds. then it starts again for half a second, etc. This goes on until i turn off the power. all the fans run for the half second except for the cpu which only moves about a centimeter and turns off first. There is a clicking noise from the power supply when it stops the booting sounding like a failsafe.
