One Computer Has Much Slower Internet Than Others

My family has 50mbps Charter Internet, I normally get 20ish mbps (which was fine.) But as of late, my computer has been getting literally .04 mbps for most of the day where other devices keep the normal 20mbps. Sometimes it boosts up to 5-6 mbps for a short time. I've ran tests, antivirus software, and made sure to close background processes. The resource monitor says that I'm only getting ~10kbps, and that I'm using 0kbps. Any help would be greatly appreciated.

I have an HP Envy Pheonix Desktop
Motorola SBG6580 SURFboard Modem
Arris T0602A Router
Ralink rt3290 802.11bgn Wi-fi adapter
Windows 8.1

There is a total amount of 5 devices connected to my router, 1 of which is turned off most of the time.

Either your wifi adapter is busted or Charter is seriously throttling you. Do you do a lot of torrenting? Have you contacted Charter help services? Are you willing to replace the wifi adapter for diagnostics?

There are so many things that can affect radio signal propagation that it's almost impossible to debug it without being on site. It may or may not be driver/OS/software problem. You might try this:
HP WiFi adapter problem

I realize this is not your exact problem but it could be related. Look at your other machines to see what type of connection (B/G/N) they are getting and compare it to this machine. Disconnect the other machines and try this one standalone. Just some ideas to further isolate the problem. If you have the same problem with the other machines disconnected try changing locations to where one of the other machines works well.

I have never torrented anything, (my sister was caught torrenting something but her bandwidth wasn't affected anyhow) I will give Charter a call to see if they have any information on it. If Charter can't help with it, I'll try replacing the adapter. Thanks for the fast reply.

All I did was give Charter a call, and they told me nothing about throttling my connection, but within 5 minutes of me hanging up, my internet speed has gone up to 30mbps. Charter is not my friend. Thanks guys

No problem, ISP's have a tendency to screw their customers over all the time. Although it is fun to live chat AT&T and make a fool out of their customer service.
