I have AMD athlon II x3 445 and I want to enable cool n' quiet option.
Is it good?
Can I do it?
Also do I need some programs to do that?

It is good, yes. Do it in BIOS. You don't need any extra software; it is part of the processor. It will keep the CPU from running at full freq when not needed. Saves wear on the CPU and saves money on electricity. The only reason you might not want to use C&Q is if you are an overclocker that wants to squeeze every last MHZ from the CPU. Even then, it rarely makes much difference.
