Is my new GPU a dud?

Hello, I recently installed an R9 290 but it would seem the card doesn't want to display, I'm using an XFX 650w PSU. I've plugged in both 8 and 6 pin connectors. and when I turn on my PC I can see the gpu fans spinning. However, there is no display?
Also, it seems when I try, this causes my CPU fan to spin really fast?

When I tried my old card, there is display and the fan spins as normal.

I've tried a suggested method of trying to boot up in safe mode, but even that is not possible when my new GPU is plugged in, any help?!

Ok, this is my first time so I may need some help!
I went on to the UK website to find the bios updates for the GA-H61M-S2PV, should I use the Gigabyte bios update that improves PCIEx16 graphics card compatibility or the beta bios that improves High-end display card compatibility?
The former is from 2012 while the latter is from 2014, but it's a beta one...
I'm worried I'll do repairable damage!

I've decided to try the bios update, I will try using Q-Flash
Aside from power interruptions, is there anything else I should be worried about, like what could go wrong, and how could I fix it?
 
The first method is pretty simple. It also gives you the option of saving a copy of the existing bios to a drive and reduces the chances of a mistake by not needing the OS running or the internet running. I would stick with that method.

Also to relieve a little of your stress, check out the main page for your motherboard. It has a dual bios just like mine. If something goes wrong with the main copy it will default to the saved one.
