Solution
For the purpose of gaming..there are areas to improve.

RAM: 2x4GB is plenty
GPU: major upgrade needed. Get a 760 or 770/280x.
PSU: Corsair CX series is low quality. Look for a better 650W PSU made by Seasonic, XFX, or Antec.
HDD cooling: no need. The front fans will cool them or it.
Memory cooling: garbage. You don't need it. Worthless.

I got a good deal on the 16gb so thats why i went for it. For GPU if i upgrade to Nvidia Geforce GTX 760 2GB and the PSU to Corsair Enthusiast Series RM650 would that do it?

If you got a deal on the RAM for $100 or less than get it. Otherwise, don't. Wasted for the most part.
PSU: RM is better but other options are out there. Can you list some?
GPU: 760 will get lots of games maxed out at 1080p.

Maybe some cost effective PSUs? if you know any that are good but that dont break the bank... I got the RAM for 82, and i also have to buy a good keyboard and mouse so im trying to save where i can without compromising to much power
