Problem turning PC on

Hello,
I've just finished building my PC.
Problems though...
One I power on, it turns on for about 5 seconds, turns itself off for about 5 seconds, and repeates this loop endlessly...

The 'Speaker' doesn't beep, or anything...

I have one idea, but I need the community to confirm, or give me other ways too.
My idea: The power 'I/O' are in wrong ports, causing it to turn itself off and on, endlessly.

I HIGHLY doubt that's the issue, but please, can someone help me, I spent a lot of money on this PC. :(

Specs:
MB: GA-Z87-D3HP
CPU: i7 4790k Quad-Core @ 4.0GHz (4.5GHz Turbo)
GPU: GTX 780, Superclocked, 3GB, 6008MHz GDDR5, GPU 967MHz, Boost 1020MHz, Cores 2304
RAM: Corsair Vengeance Red 2x4GB (8GB) @ 2400MHz
PSU: Corsair Modular 750W, 80 PLUS Gold
SSD: 128GB Samsung 840 EVO R-540MB/s W-410MB/s
Case: Corsair Obsidian Series 450D Black

Hi,

It is definitely not the front port i/o's otherwise it wouldn't turn on it the first place.

Try clearing your CMOS using the CMOS jumper pins -- see your motherboard manual for details

Please provide your complete system specs. Off the top of my head, this could be a CPU/Mobo compatibility issue, a ground loop somewhere, or a shorted power or reset button. You can check for the latter by disconnecting both, then short the power switch pins with a paperclip or screwdriver.

have you installed the thermal paste before settingup the heatsink on cpu ???see if your cpu fan is spinning when you hit the power switch..it also may be a defective psu ...do u have a gpu and if yes then whats its model and whats your psu ??

I'll give the CMOS a go.
@Onus, I don't know about trying to short it out, I'm too scared to do that incase I break it xD
CPU, I'm sure is compatible with the Mobo, it's socket 1150 Haswell.

Hopefully people can keep giving me hints and ideas, I really would be annoyed if I have to send items back, for replacements with others. :) 

Edit: I've hooked it up to a screen, and there is no display.. It's not even getting to the BIOS screen.

I think I see a problem, once you have posted specs =>

Basically, it could be an old BIOS since your CPU, the 4790k is much newer than the Z87 chipset and hence, chances are, unless you have already updated, the motherboard (out of the box) comes with an old BIOS version that can't accept the new CPU without an update. Try flashing the newest BIOS onto the board. You may need to see your motherboard manual for specific instructions for BIOS flash. I see on the Gigabyte website that the 4790k is accepted on BIOS F6 and newer, so make sure you get the latest BIOS installed.

I've never flashed the BIOS without seeing the OLD BIOS on screen, how do I update the to the new BIOS without having things to look at?

Basically how do I flash it, without the PC staying on for more than 10mins xD

I've never had to Flash a BIOS while the PC is off.
Think ya' could help me out here? :) 

(Remember I can't even get to my BIOS... The PC just restarts, I also do not have another Intel chip, so will not be able to replace the i7 temporary)

You may need to take it to a shop. For a nominal fee, they ought to be able to do it using a spare CPU.

20-25? I haven't looked at shop prices lately. It might be less if you buy something from them.

Yeah, gigabyte has a feature called 'q-flash' but it needs a display. If you had an ASUS board, you could have flashed without one, unfortunate for you. Therefore, onus is right, I think just contact Gigabyte support, take to a shop or there is another solution:

If you want, you can purchase the latest Bios chip from ebay for £11. http://www.ebay.co.uk/itm/BIOS-CHIP-GIGABYTE-GA-Z87-D3H...
If you replace this, your board will now have the newest BIOS so you can use it then. Otherwise, if you don't feel up to the job of desoldering and replacing chip, just take it to a shop as suggested.

I've sent it back to Scan.co.uk and they've given me a free upgrade to this motherboard which is compatible with that i7 :)

Oh, by the way you were right! :D  It was compatibility issue, i7 4790K does not work in that motherboard without the F6 Flash.
