My specs:
GPU: GeForce GTX 750 ti
CPU: Intel(R) Core(TM) i5-4670k CPU @ 3.40GHz
Memory: 8 gb ram, 120gb ssd, 240gb hdd, and a 1 terabyte external
Psu:CORSAIR CX series CX430 430W ATX12V v2.3 80 PLUS BRONZE Certified Active PFC Power Supply
Motherboard:ASRock Fatal1ty H87 Performance LGA 1150 Intel H87 HDMI SATA 6Gb/s USB 3.0 ATX Intel Gaming Motherboard
Geforce will optimize bf3 to be played on max settings but in game I am getting a max of 40fps on 64 man servers. I didnt even see that much of a difference between when i turned all the setting from ultra to low. I have updated all my drivers. Ran ccleaner and malwarebytes and still can't get the frames i am wanting.

Solution
Your cpu is overheating like hell. It should be below 70 at all times. Get a new cpu cooler immediately, like Cooler Master Hyper 212 EVO. Or at least try cleaning it. Dd you overclock? If so, dont do it on stock cooler, this temp is horrible.

I suggest an immediate replacement of the cooler, temps like this are harmful for cpu longevity. See, thats why 6 fans dont mean anything... Its the one on the cpu that matters the most.

I have 6 fans in this computer I do not believe that would be the problem. What is the best method to finding out the temperature and I will run a 15 min test

Use HWmonitor for checking temps.
Having 6 fans doesn't mean that you will never have temp problems, you could still easily have an overheating cpu if you, say, applied thermal paste badly, your cpu cooler had lots of dust on its fan, cpu fan wasn't working right, etc.

Okay I found the problem and this did drag my attention to it so thanks. I opened my pc and found that there was not enough heat sync on the cpu and the cpu cooler wasnt on properly and it just wasnt getting the right airflow it needed. and i joined the same exact bf3 server as before and am now running on 70-100 frames very smooth. What i noticed is that the cpu cooler would slowly come off just a bit and making it overheat so I have to put the cpu cooler back on properly and it will be fine. With me holding it properly in place i was getting very good frames at ultra on a 64 man server on the biggest map. Thank you for the help.

Oh my god how did it even run for more than a few seconds without over heating if the heatsink wasn't even on properly.

This is why you should always give more info, for example if you just said 42 somebody might have assumed you were talking about the cpu and that the temp wasn't the problem.
