8Gb of memory installed and recognized, but only 3.44Gb useable

So I just put in my other stick of memory (it had been giving me trouble before), and Windows (64-bit WIndows 7) booted up fine and recognized all the memory after a test for memory, but it only lists 3.44Gb as usable... This is what it looks like in Control Panel.

Solution
Check in MSCONFIG if DRAM is being limited MSCONFIG>BOOT>ADVANCED> and see if MAX MEMORY is checked
Check and be sure you have the latest BIOS
Check the sticks and slots (clean the gold contacts (rubbing alcohol), blow out the slots, be sure sticks are in correct slots
