for the ANTEC 650W?
its a 3 rails 12V

Yessir, that does it. In the future, if you want to add extra graphics cards for Crossfire, you will want to get a larger PSU but for now you it looks good.

A Radeon R9-290 needs 31 amps on the 12v rail and a 550 watt power supply with 2 - 6+2 PCIE power connections.

If your Antec meets or exceeds these specs you are ALL SET!
