"without a disk or usb" ? No.

Assuming you have a valid license key, and assuming this is Windows 7, you can download the official Windows 7 ISO here:
http://www.w7forums.com/threads/official-windows-7-sp1-iso-image-downloads.12325/

Burn to DVD or create a bootable USB stick.
Reinstall fresh.

You can 'download' the iso from the "internet" (as above). You can't 'install' from the "internet".

i used a USB external hard drive to install windows on a recent build without an optical drive, and it's pretty straightforward. blackbird's link is a good one, can't remember if it's the same one but all the info is there.
a copy of UltraISO and easus partition master are useful, and free. and so is DriveImageXML, for when it's all up and running.

I frequent this site pretty much everyday and see you here all of the time. But I have never noticed that you were a moderator. Is this new? Just curious, thanks. BTW you are pretty damn helpful to people.
