Bizarre Keyboard and Scrolling problem

This happens randomly, but often. Suddenly, arrow keys start moving windows around, half the keys on my keyboard do nothing or unexpected outputs. Also, my trackball starts to zoom instead of scroll.
I can correct the problem by hitting Ctrl-Alt-Delete, and then exiting back to the desktop, so I assume it's not a hardware problem. It almost seems like Windows has spontaneously entered a mouseless navigation mode or something similar.
I've scanned for viruses, no result.
Win7, 64 bit
Thoughts?

To clarify: I hit Ctrl-Alt-Delete, which takes me to a large Blue screen with options for Task Manager etc.
I then exit from the Blue screen by hitting Esc, which returns the keyboard and scroll controls to normal.
