high end CPU causing frame drops in games

hey so i am having this weird frame drop in games and i don't know what to do, i pulled up a graph and it seems that my CPU and graphics card are going up in usage then coming back down again, i have tried rolling back drivers updating them and rolling them back again, i have turned my fans up and down but temperature doesn't seem to be the issue with my graphics card being nice and cool and my CPU sitting below 60 C. i have also sent this PC up with warranty service, they replaced the processor and the problem still is there. Plus they said that there is nothing wrong with the computer and 3 D benchmark says it's fine but in any intensive game this happens, i have screen shots of this happening and if you friend me on Skype I can give the photos i have taken SKYPE NAME: darknessdealer115 i am looking to fix this fast and if we were talking and i could send you the photos then this could be a fast and painless process. Also, even if you don't know the problem please just suggests what ever you can

(yes i have tried turning settings in demanding game to low but the problem is still there)

What CPU and OS are you using? Might want to check you CPU power settings and make sure it's set for performance rather than power-saving.

i am using a amd 9370 4.4 GHz and i have windows 7 i think home version, and my power settings are for high performance.
