FPS and stuttering problems

I've had issues for a while that involve low FPS and game stuttering. For example, when I boot up Far Cry 3, my FPS will begin around 20-30 FPS, and I will have to either wait for it to go back up to 60, or I can manually fix the problem by alt-tabbing out and back into the game. This issue also happens in Metal Gear Rising: Reveangance; whenever I load a new level, or resume the game from the pause screen, my FPS will be very low (again around 20-30) for a few seconds before it returns to normal (60). This problem even happens in older games like Bioshock 1.

As for the stuttering...it mainly happens in World of Warcraft, when player models or even things in the environment are loading. The game will pause for like .1ms. This also happens when opening my bags ingame for the first time in a login. It can also happen in Far Cry 3, when looting an item from a crate...the game will pause for like a millisecond, as if it has to load the fact that I picked up an item.

I'm at a loss for what could be the problem. GPU, CPU, HDD, motherboard? I don't know. PC specs as follows:

CPU: Intel i5 3450 3.1ghz
GPU: GeForce GTX 760
Mobo: GIGABYTE GA-B75M-D3V
RAM: 2x4GB Corsair Vengeance

    I actually replaced my RAM recently, but this was happening even before that. I'll check anyway.

  4. Sounds like hard drive is bottlenecking your system while it is attempting to cache data.

    Well I just did it, and it passed.

    Should I get a totally new hard drive, or would placing my games on an ssd be good enough for now?

    Yes. From what you and others have said, this could be the problem.
