Yes. The Corsair CX430 is capable of both powering that card and it is a decent power supply. When a manufacturer says "500w minimum" it's because of the generic PSU brands that say 500w, but they can't produce that wattage on the 12v rail.

You may want a larger PSU if you intend to hook up more than just a CPU, GPU, and a few hard drives, like additional cards (sound card, network card, fan controller, etc) or if you intend to overclock everything.

A GeForce GTX 560 Ti needs 31 amps on the 12v rail and a 500 watt power supply and 2 - 6 pin PCIE connections.

... The CX430 (I have one, got it for $9.99 from TD after rebate + discount) is a great budget/entry level PSU for basic systems and even gaming rigs with low end/low powered GPUs. But, the 560ti is not a low powered GPU. Yes, a 430 watt PSU should be able to power it, but it needs 2x 6-pin PCIe power connectors which the CX430 lacks (only has one 6+2). You can technically use a 4-pin molex (usually dual) to 6-pin adapter but that is not recommended. Just get a PSU with 2x 6+2 pin PCIe power connectors. No need to risk it. Or, just use a new low power GPU like the 750ti which doesn't even need a 6+2 connector and will easily run on a CX430. The 750ti is better across the board than a 560ti in performance, power consumption (110w TDP less), has 2GB vs 1GB and even competes with used 560ti's in price. The cheapest ones on ebay are ~$100 and up to $130 and up to $170 for 2GB ones while a 750ti can be had for $130-ish (if you find a sale on one; http://www.newegg.com/Product/Product.aspx?Item=N82E16814121855&cm_re=750_Ti-_-14-121-855-_-Product).
