Yes there is a good chance it won't let you. You can take a look inside the BIOS and see, it might let you push the FSB higher, but at best it will only let you control the FSB. It won't give you voltage control or control over the other settings you would need, so the best you will probably be able to do is only about a 5% boost probably.

Though that is with the best situation possible, its unlikely you will even have access to that much control.
Wrong, you can overclock. i7Baby doesn't remember or doesn't know that before the Core series Pentiums overclocked a lot.

If your motherboard supports it, you would overclock by raising your front side bus (FSB). If not, then you will need a different motherboard. No program can do it reliably.

Anyways Harley the rookie, find the exact model number on the motherboard and we can check if the motherboard can maybe, but the easiest way to know really is to go into the BIOS and try to find an option that says "Front-Side bus" or "FSB" and you can alter it.
 


Well yes that stuff is important too and the full build will help, but several older motherboards do not support voltage increase to the CPU, so if his motherboard does not then the power supply is removed as a concern completely.

For RAM, if his runs the RAM on a separate bus then that will be good and he won't have to worry about it, and even if the RAM speeds up he can adjust the timings or multiplier accordingly. If his build is a stock build chances are there isn't any real information about those parts except maybe the motherboard.

Without the right motherboard, you won't get anywhere. Even with a good motherboard, you won't overclock much; especially without a custom cooler. All you would do is cook the cpu.
