The computer is overheating because of CPU

My computer was randomly restarting while playing games and I didn't know why at first. I downloaded a temperature monitor and it was telling me my max temperature for my cpu was 40 c. Looking up online it should be able to handle 60 C. So why is mine only able to handle 40?
Proccessor= AMD FX 4300
Motherboard=M5A78-M LX PLUS
 
40C while idle on desktop or while playing games? I highly doubt that you have 40C while playing games. You need hwmonitor or similar utility to monitor the change of temperature over time on a chart. Provide a screenshot if you can or just state your highest recorded temperature while gaming.

Also, your CPU is not the only component that can overheat. Graphics card is the other one. Monitor your GPU temps as well while gaming.

Please list other components, like exat model of your power supply and your graphics card.
