Toshiba 1TB External Hard Drive spinning up, but it's not recognised by WIndows 7

Actually I bought this HDD in October, before, I had another HDD, but that stopped spinning and I got back my money. this time I would like to repair my HDD, because I have some files, that I need from it (because this was my backup HDD...)


So this morning the HDD was plugged in, but after 12 o'clock the My Computer would not load in, so I restarted my computer. after that the HDD wasn"t showing up. I tried putting it in in from the front and from a back USB port, and if I put it in from the front nothing happens. but if I put it into a back USB port, I hear it spin up, I hear even the sound that Windows does when something is plugged in.... After a while it disconnects and reloads.... I took a look at the Control panel, at the devices, and there is showed as an External USB 3.0 and if I check it, first it wrote that has an error, Code 10, now it's just saying, that it doesn't work properly... But in the Dievice Manager or Disk Management it isn't showing up.....

Please help!

1) Control panel===>administrative tools===>computer management===>Disk management

2) You'll see a list of Disks (and partition's) and DVD's (if you have any) and you'll probably see something like Disk 1 with no partition letter assigned

3) Right mouse click and choose Change drive letter and paths ===> add chose a letter from the drop down and the drive will be available.

i have this same problem i tried going into the device manager and nothing changed, any other options?

just curious, I cannot find how to change the drive letter. does this work on windows 7??
