Need Help choosing parts for 3rd Gaming Build.

Hey guys I've finally got enough for my 3rd build. My budget is tighter for this build than my previous ones. I can go up to $800 and need a Monitor and Win7.

I know its not much to go with which is why I need help. My previous two builds had a bigger budget so I'm not familiar with lower end parts.

Why windows 7 and not 8.1? also, do you need a mouse, keyboard, headset?

EDIT: one more thing, do you want physx?

Because win8 is disgusting imo even though games are optimized for it. And idc for things like physx I spent most of my gaming life on disgusting integrated graphics that could barely run games from like 2005 so really anything from like a 750 or better looks buttery smooth to me.
